Eligibility / Quota

Qualification and experience:

  • Bachelor’s Degree in Civil Engineering from a reputable institution in with a minimum of 7 years of relevant, practical working experience within the public or private sector.
  • Preference will be also given to candidates having higher qualifications in Construction Management / MBA with specialization in Finance or Commerce and relevant experience.
  • Preference will be given to the candidate having experience of handling infrastructure projects, conservation works, Foreign Funded Projects.
  • Should have knowledge of the latest engineering codes of practice.
  • Should be aware of the PPRA and Planning & Development department rules for procurement of works and services.
  • Knowledge and experiences of donor’s procurement guidelines will be of added value

 

Job Responsibilities

 

  • Lead the process of the development, review, updating, and implementation of the Procurement Plan as
  • Prepare and maintain project procurement plan and update regularly with support from project
  • Develop and implement PMU’s procurement-related requirements including the scope of work, performance objectives, technical specifications, and all other necessary and relevant information related to
  • Support and manage the process of procurement of services and works in line with TOR/scope of work received from necessary units
  • Prepare bidding documents for the procurement of goods, services, and civil works contracts related to potential investments under the project in accordance with AFD & Government of Punjab Procurement
  • Provide necessary support in preparing the contracts for services and works, defining the milestone for payments, and managing the payments in line with work done and payment milestones defined in the
  • Will be overall responsible for managing the contracts awarded on projects ensuring the compliance of donors as well as public procedures
  • Conduct pre-bid meetings, Procurement Committee Meetings, bid openings, bid negotiation, and contract award
  • Manage and assist the procurement committee in the bid evaluation process, from bid opening and bid evaluation to preparation and approval of bid evaluation
  • Keep direct liaison with AFD and secure necessary approvals/No Objection prior to each stage of the bidding process as per AFD procurement guidelines.
  • Prepare the necessary documentation for contract signing, consultant and contractor/supplier mobilization, and review/ monitoring tools as per AFD/Government of Punjab’s
  • Coordinate with consultants/contractors regarding letters of Award, Performance Security, letters of Displeasure, letters of Termination, Purchase orders, Contract Awards, and renewal of contracts
  • Manage the contract administration of all the works/supply/services contracts, and take timely and effective contractual actions related to cost, time, and quality controls and completion of the contracts.
  • Preparation of Grant Charts using MS Project or Primavera. Identify the critical activities, delays, and cost
  • Review and process contract variations assessing any contract variations (design change, extension of time, and other variations), claims, and escalations as per the contract provisions and AFD procedures
